5E Relating to health; modifying the patient's bill of rights to allow maternity care patients in a maternity care facility to receive continuous support from the doula of her choice and to be fully informed under certain conditions of evidence based nonpharmacological pain relief methods; prohibiting the manufacture, process or distribution in commerce of certain products containing commercial decabromodiphenyl ethers, exemptions; providing application process for exemptions and specifying certain exemption application fee requirements; authorizing the commissioner to participate in regional or national multistate clearinghouses to assist in certain duties; prohibiting phthalates in products for young children; prohibiting manufacturers from replacing phthalates with known human carcinogens; authorizing the pollution control agency (PCA) to participate in the establishment and implementation of a multistate clearinghouse to identify children's products containing phthalates and to evaluate safer alternatives; requiring the commissioner of the pollution control agency (PCA) to report to the legislature by a certain date on specific flame retardant alternatives available for decabromodiphenyl ether and to convene a fires safety committee to identify and evaluate the safety and effectiveness of alternatives prior to phasing out decabromodiphenyl ether; appropriating money to the commissioner of the PCA
