1E Relating to human services; requiring the commissioner of human services to establish a process with centers for independent living allowing a person residing in a state nursing facility to receive needed information, consultation and assistance from the centers regarding available community support options to enable the person to relocate to the community under certain conditions; requiring transition assistance to include information about the centers for independent living; requiring the commissioner to provide the centers for independent living with substantive changes to the disabilities services provider manual prior to the effective date; providing for medical assistance (MA) reimbursement for independent living skills services under the home and community based waiver for persons with traumatic brain injury and the community alternatives for disabled individual waivers under certain conditions
