department of revenue duties and state agencies purchasing requirements; prohibiting local government units and public agencies from requiring household to use public facilities to the exclusion of other lawful available programs to recycle electronic devices; providing for supersession of federal regulation and limitations upon federal law enactment; authorizing PCA and department of revenue interstate program participation
