"Dog and Cat Breeders Act"; requiring and providing for the licensing and regulation of dog and cat breeders by the board of animal health; defining certain terms; specifying certain licensure qualification and application requirements; authorizing the board to establish annual license fees; specifying certain recordkeeping and reporting requirements; authorizing the board to adopt rules for standards of care for dogs and cats for breeders not federally licensed; requiring the board or a designated agent to annually inspect licensed facilities; authorizing the board, a local animal authority, peace officer or humane agent to initiate an investigation upon receiving a formal complaint alleging violations; providing for seizure, notice and bonding; providing for civil enforcement; imposing penalties; creating a dog and cat breeders licensing account for the deposit of fees and penalties collected by the board
