Establishing a transit improvement center grant program for increasing the effectiveness of a mass transit project by incorporating modes of transportation with commercial and housing development as well as providing a clean and pleasant place for pedestrian use; specifying certain duties of the commissioner of employment and economic development (DEED); specifying application and content requirements for transit improvement center plans; requiring annual status report to the legislature; creating a redevelopment and transit improvement investment fund for making loans to eligible organizations for public infrastructure including parks, walkways and parking facilities, environmental infrastructure, remediation, site acquisition, blight mitigation and geotechnical connections; providing for investment authority and specifying requirements for state investments; appropriating money to the commissioner for the loan program in the redevelopment and transit improvement investment fund
