ARTICLE 2 - HUMAN SERVICES
Appropriating money to the commissioner of human services for children and economic assistance grants, for grants to counties for child support enforcement programs, for children and community services grants, for grants to counties and tribes affected by reductions in targeted case management federal Medicaid revenue, for other children and economic assistance grants, for children and economic assistance management, administration and operations, for continuing care grants to reimburse the costs of nursing facility sprinkler systems and for state operated services for a grant to Advocating Change Together (ACT) for the remembering with dignity project, to the commissioner of health for the window replacement program and pandemic influenza preparedness, to the veterans nursing homes board for repair, maintenance, rehabilitation and betterment activities a veterans home facilities statewide; providing for the sunset of uncodified language; creating a window replacement program to assist property owners in the cost of replacing lead painted windows, specifying eligibility and providing for loans; authorizing nursing facilities rate increases for complying with certain federal certification standards or codes; requiring the commissioner of human services to use reimbursements to calculate an average per patient day increase for eligible nursing facilities; providing for the expungement or the storing off line of food support benefits under certain conditions; modifying food support recipients reporting requirements to the commissioner of human services; simplifying application procedures for certain citizens applying to the Minnesota food support program

Appropriating money to the pollution control agency (PCA) for statewide assessments of surface water quality and trends including monitoring endocrine disruptors contained in waters of the state and to develop total maximum daily load (TMDL) implementation plans, to the commissioner of natural resources (DNR) for statewide assessments of surface water quality and trends and to develop total maximum daily load (TMDL) implementation plans and for nonpoint and point restoration programs to address impaired waters, to the board of water and soil resources (BOWSR) for targeted nonpoint restoration cost share and incentive payments and technical, compliance and engineering assistance, for reporting and evaluating applied soil and water conservation practices, for grants to counties to implement county individual sewage treatment system (ISTS) programs, for grants to support local nonpoint source protection activities related to lake and river protection and management and for grants to address imminent threat and failing ISTS and to the commissioner of agriculture for research, evaluation and effectiveness monitoring of agricultural practices in restoring impaired waters, for management and coordination activities contributing to restoring impaired waters and for the agricultural best management practices loan program

Appropriating money to the commissioner of public safety for criminal apprehension to develop an electronic system known as e-Charging to prepare and transmit charging documents between law enforcement agencies, prosecution offices and courts, to the office of justice programs for grants to counties for defibrillators purchase, for a grant to the city of St. Paul to implement an integrated domestic violence response framework, for children at risk, for legal advocacy for trafficking victims, for homeless outreach and for the Hennepin county violent offender task force, to the commissioner of corrections for the demonstration project for high risk adults; requiring the commissioner of public safety to establish a grant program to connect people experiencing homelessness to housing and services for purposes of reducing recidivism and promoting communities, specifying grant recipients, providing for project design and requiring annual reports to the commissioner; requiring the commissioner of corrections to establish a high risk adult demonstration project to apply best practices to improve and promote the recovery and success of high risk adults frequently using costly public services; specifying scope and eligibility of certain high risk adults with substance abuse, mental illness, chronic unemployment, incarceration and homelessness histories; specifying enrollment, payment, reporting and independent evaluation requirements
