ARTICLE 1 - CAPITAL IMPROVEMENT APPROPRIATIONS
Providing a summary of appropriations; appropriating money to the university of Minnesota for higher education asset preservation and replacement (HEAPRA) and to renovate the 717 Delaware building for use as a biomedical science research facility, to the Minnesota state colleges and universities (MnSCU) for higher education asset preservation and replacement (HEAPRA), Bemidji state university, Fond du Lac tribal and community college and for debt service, to the commissioner of education for independent school district #38, Red Lake for new facilities, to the commissioner of natural resources (DNR) for Stillwater flood control phase III, Lake Zumbro restoration, Red River digital elevation model, Greenleaf state park, Fort Snelling upper bluff and state trail acquisition including the Cuyuna Lakes trail and Gateway trail development, to the pollution control agency (PCA) for a grant to the city of Albert Lea to construct remedial systems at the landfill, to the board of water and soil resources (BOWSR) for RIM conservation reserve and for a grant to the city of Gaylord for Lake Titlow watershed improvements, to the Minnesota zoological garden for inflow and infiltration emergency abatement, to the commissioner of administration for exterior repair of the transportation building and 639 Jackson street property acquisition, to the commissioner of public safety for the Anoka county forensic crime laboratory, Gonvick public safety training center, Scott county public safety training center, southeastern Minnesota regional public safety training center in Rochester and Browns Valley flood relief, to the commissioner of transportation (DOT) for local bridge replacement and rehabilitation, port development assistance, Mankato district headquarters and high speed rail line from St. Paul to Chicago, to the metropolitan council for the central corridor transit way, for a transit way study of transit options in certain corridors, the union depot and metropolitan regional parks capital improvements including a grant to the city of Fridley to redevelop and expand the Springbrook nature center, to the commissioner of human services for the west central secured treatment facility in Pope county, to the commissioner of corrections for the Minnesota correctional facility in Oak Park Heights, to the commissioner of employment and economic development (DEED) for the Bayport storm sewer, Duluth entertainment and convention center (DECC), Itasca county steel plant infrastructure, Rice street bridge over trunk highway #36, Rochester Mayo Civic center complex and St. Cloud state university national hockey center, to the housing finance agency (HFA) for Browns Valley flooding and for bond sale expenses; providing a bond sale schedule; authorizing the sale of state bonds; reducing certain prior bond sale authorizations; modifying a certain prior appropriation for flood hazard mitigation grants to include Browns Valley; converting the appropriation for grants to the Lewis and Clark Rural Water System, Inc. from the bond proceeds fund to the general fund; extending the time before allowing the demolishment of the Ford building; modifying provisions relating to the MacPhail music center; modifying a prior appropriation relating to Lake Superior safe harbors; modifying snowmobile trail and all terrain vehicle trail grant provisions relating to nonstate match requirements; modifying Northstar commuter rail provisions; modifying provisions relating to a prior appropriation to the city of Worthington for the redevelopment of the Campbell soup factory; reducing a prior appropriation to the Lewis and Clark Rural Water System, Inc.; providing for the carrying over of certain projects on the public facilities authority 2007 intended use plans to the 2008 plan
