2E Relating to health care access; expanding the definition of dependent coverage under health care access and small employer insurance reform; modifying the duties of the legislative commission on health care access to include making recommendations on achieving the goal of universal coverage, requiring the commissioners of human services and commerce to assist the commission; requiring hospitals and health care providers to implement interoperable electronic health records systems by a certain date, requiring the commissioner of health in consultation with the health information technology and infrastructure advisory committee to develop a statewide plan to meet the goal and report to the legislature by a certain date on the development of standards; requiring the commissioner of finance to establish and implement the electronic health record system revolving account and loan program, specifying eligibility and authorizing the commissioner of health to make loans; modifying Minnesota hospital association information reporting disclosure requirements; modifying the definition of dependent; setting a date for the state to achieve universal health coverage and modifying provisions relating to the goal of universal coverage; defining federally qualified health centers and requiring the commissioner of health to distribute subsidies to federally qualified health centers; requiring the commissioner of human services to develop and implement a patient incentive health program to provide patient rewards under medical assistance (MA), general assistance (GA) and MinnesotaCare; requiring and providing for the commissioner to establish and administer a prescription drug discount program; requiring the commissioner to design and implement a statewide campaign to raise public awareness on the availability of health coverage through medical assistance (MA), general assistance medical care (GAMC) and MinnesotaCare, providing for outreach grants, specifying application and assistance provisions, providing for a statewide toll free telephone number, establish an incentive program, requiring school districts to provide certain information, providing for renewal notice and requiring the commissioner to provide information on the small employer buy in option for MinnesotaCare; requiring the commissioner to award a grant to implement a web based primary access care pilot project in Hennepin and Ramsey counties to try to divert nonemergency medical patients to community based appointments with a more appropriate outpatient settings, grantee evaluation requirements; eliminating the requirement for a modification to the Minnesota health care programs application form; expanding MA covered services to Medicare Part D co-payments; providing for MA co-payments for certain nonemergency room visits, exceptions; providing for continued eligibility under certain conditions; increasing the reimbursement for critical access dental providers; requiring special hardship grants to nonprofit dental providers with high proportion of uninsured patients; modifying the renewal period under MinnesotaCare; eliminating co-payments under MA and general assistance medical care (GAMC); modifying the definition of gross individual or family income, increasing the inpatient hospital services benefit limit, exempting certain undocumented noncitizens or nonimmigrants from the social security number requirement, increasing the eligibility income limit for single adults, exempting children from citizenship requirements, modifying certain MinnesotaCare asset requirements; eliminating certain child enrollee requirements and military members and families premiums, reducing premiums, and establishing a small employer option under MinnesotaCare; modifying the definition of employer subsidized insurance; restoring family planning grants; requiring uniform billing forms; appropriating money to the commissioners of human services and health; repealing provisions relating to coverage for full time students, MA copayments and limited benefits coverage for certain single adults and household without children
