Relating to health; requiring the commissioner of health to submit annual reports on health care cost containment goals to the legislature; establishing a medical expenditure review advisory committee to act as a consumer voice in the review of major spending commitments, specifying certain membership requirements and duties; establishing a health care transformation task force, specifying certain duties and membership requirements, requiring the development of a statewide action plan for transforming the health care system to improve affordability, quality and access and requiring a report to the legislature by a certain date; specifying a date for the goal of universal health care coverage; requiring written hospital charity care policies, requiring the commissioner to adopt rules establishing standardized debt collection practices for hospitals; modifying performance payments for certain medical groups; requiring the commissioners of employee relations, human services, commerce and health to develop a health care payment reform plan, requiring report to the legislature by a certain date; requiring the commissioner of health to provide grants for community collaboratives pilot projects to cover the uninsured, specifying certain pilot project grant criteria and evaluation requirements; requiring the commissioner to award a contract to a private organization for the development of standards and guidelines for nonprofit organization community programs, reporting and public accountability, requiring a report to the commissioner and the legislature by a certain date; appropriating money to the commissioner of health and to the commissioner of human services to provide performance payments for certain medical groups
