1E Relating to human services; requiring the board on aging in cooperation with area agencies on aging and local service providers to establish a home modification program, a volunteer transportation program and an evidenced based caregiver support program for certain low to moderate income older adults; requiring the commissioner of human services to establish a statewide priority to enhance the mobility of older adults; providing for a Minnesota home care income tax credit, specifying certain credit allowances and limitations, requiring certain caregiver training requirements, requiring certification of a caregiver by a long term care consultation team; requiring the commissioner in cooperation with the Minnesota board of aging and other stakeholders, to evaluate the adequacy of and make recommendations for improving the elder abuse prevention program, requiring a report to the legislature by a certain date; requiring the commissioner to identify and evaluate issues of service development, network maintenance and quality assurance under alternative care and long term care waiver programs; requiring the commissioner of health, in consultation with the commissioner of human services and a stakeholder group established by the commissioner of health to identify and evaluate barriers that limit access to medicare certified hospice services, requiring a report to the legislature by a certain date; requiring the commissioner of human services to establish a pilot mobility center; specifying certain duties of the commissioner relating to budget requests for certain aging and adult services grants; appropriating additional money to the commissioner of human services
