ARTICLE 1 - AGRICULTURE APPROPRIATIONS
Appropriating money to the department of agriculture for certain protection services, invasive species control, meat, dairy and food inspections, emergency planning activities and livestock premise identification, for agricultural marketing and development including grants for the Minnesota promotion, sustainable agriculture demonstration projects, livestock siting and local zoning issues, integrated pest management, agricultural best management practices loan program and residential farmers cost share payments for organic certification, for value added agricultural products including ethanol production, Minnesota institute for sustainable agriculture, cellulosic biofuel facilities community ownership, Bois Forte band of Chippewa for renewable energy biofuels demonstration facility and White Earth band of Chippewa for a feasibility study of a renewable energy biofuels research and production facility, for administration and financial assistance including dairy development and profitability enhancement, Northern Crops Institute, Minnesota livestock breeders association, county and district agricultural society and associations, North Minnesota forage turf seed advisory committee and council, second harvest heartland, state colleges and university (MnSCU) board of trustees for mental health counseling at Central Lakes college and Ridgewater college, Minnesota horticultural society and Minnesota agricultural education leadership council, to the board of animal health for bovine tuberculosis eradication and surveillance, avian pneumovirus investigation (bird flu), to the agricultural utilization research institute for technical assistance and technology transfer to bioenergy crop producers, for state employees compensation increases; authorizing the commissioner of agriculture to apply for, receive and disburse federal funds, modifying receipt of funds for promotion activities; increasing the license fee for the Minnesota grown logo or label, specifying funding sources for the Minnesota grown account and requiring appropriations to be matched by private funds; assigning agricultural and environmental revolving account to the special revenue fund and modifying the agricultural best management practice loan program; modifying pesticide license application and application provisions; modifying agricultural chemical response and reimbursement law by removing a surcharge on aquatic pest control licenses; increasing food handler facility review fees; authorizing the animal health board to pay indemnity to cattle owners for destroyed (euthanized) cattle testing suspect or positive for bovine tuberculosis under certain conditions, requiring the board to pay fair market value less salvage value; providing for cellulosic biofuel development; defining cellulosic biofuel, material and facility and other terms relating to cellulosic biofuel development, specifying a production goal and requiring commissioner cash payments to eligible cellulosic biofuel producers under certain conditions; providing for a bioenergy production incentive; modifying the rural finance authority (RFA) agricultural improvement, disaster recovery, livestock equipment pilot loan program and the revolving loan account; providing for next generation bioenergy recommendations; repealing the Minnesota grown matching account, aquatic pest control licensing, application and inspection fees, fertilizer fee for product use without initial registration or license and agricultural improvement loan program direct loans
ARTICLE 2 - MILITARY AND VETERANS AFFAIRS APPROPRIATIONS
Appropriating money to the commissioner of military affairs for maintenance of training facilities, general support and enlistment incentives, to the commissioner of veterans affairs for assistance, outreach programs, programming, Minnesota state veterans cemetery in Little Falls, county grants, congressionally chartered veterans service organizations; providing for state employees compensation increase; appropriating certain world war II memorial donation matching account money to the commissioner of veterans affairs; authorizing the adjutant general to activate members to serve as honor guard at certain funerals
