Relating to education; establishing and providing for an induction program for new teachers to assist newly licensed elementary and secondary teachers with initial teaching assignments involving teaching in a high need subject area or public school; defining high need subject area; specifying certain duties of regional education services providers, including education service cooperatives, school districts, postsecondary institutions, charters schools and other qualified education entities participating in the program for assisting school districts, charter schools, school sites and intermediate school districts in supporting newly licensed teachers; specifying certain applicant qualification and program content requirements; requiring commissioner of education program funding approval; providing for staff development revenues to develop the program plan; specifying certain annual reporting requirements and certain statewide training and assistance requirements; appropriating money to the commissioner of education for the new teacher induction program and requiring the distribution of grant funds based on teacher licensure shortages and high needs schools and districts
