Authorizing the city of Lilydale to impose by ordinance a tax on retail sales of intoxicating liquor and fermented malt beverages sold at licensed on sale liquor stores and municipal liquor stores within the city and on all food and beverage sales for consumption on or off premises by restaurants and taverns; requiring revenue use to pay for the cost of tax collection, police, fire and other city services; requiring a city referendum at a general or special election for tax imposition; allowing commissioner of revenue collection upon agreement with the city and requiring commissioner collection cost estimate submission to the city
