Requiring the board of school administrators to review and approve preparation programs for school administrators focusing on gifted and talented students; requiring the board in consultation with the commissioner of education to consider alternative preparation programs and other alternative competency based preparation programs leading to licensure of gifted and talented program administrators, specifying college and university requirements for gifted and talented school administrators; requiring higher education systems approved by the board of teaching to include a certain amount of teacher instruction in teaching gifted and talented students; requiring the board to consider alternative certification programs for gifted and talented program coordinators and specialists; authorizing the board to advise interested colleges and universities
