Authorizing and providing for the city of Clearwater to by ordinance and with voter approval impose a sales and use tax and a sales tax on motor vehicles and to issue state bonds to pay for costs of acquisition, construction, improvement and development of regional parks, bicycle trails, park land, pedestrian walkways, open space and land and buildings for a community and recreation center; providing for termination of the taxes
