1E "Minnesota Health Records Act"; defining certain terms; specifying certain patients rights regarding access of a patient to patients health records; requiring a provider to provide patients a written notice concerning practices and rights with respect to health records, specifying certain duties of the commissioner of health relating to the development of notice requirements, specifying certain cost requirements, authorizing providers to withhold health records from patients under certain conditions; providing for release or disclosure of health records under certain conditions, specifying certain consent requirements and exceptions; specifying certain conditions for the disclosure of health records relating to mental health by a provider, limitations; permitting a provider or group purchaser to send patient identifying information and information about the location of the patient's health records to a record locator service without the consent of the patient, specifying certain documentation of release requirements; requiring providers to disclose mental health records to law enforcement agencies and family and caretakers under certain conditions; providing for the release of health records to an external researcher solely for purposes of medical or scientific research under certain conditions; specifying certain methods of release and duties of the researcher; regulating the release of a videotape copy of a child victim or alleged victim of physical or sexual abuse without a court order; requiring providers to release health records created as part of an independent medical examination to a third party; imposing penalties, providing for allocation of liability and liability for a record locator service; repealing a current provision relating to health records access; specifying certain reference instructions to the revisor of statutes
