Reorganizing the Minnesota financial crimes oversight council and task force; creating the financial crimes account; transferring responsibility over the oversight council and task force from the commissioner of public safety to attorney general; modifying certain funding and budget requirements for task force operations; modifying victims assistance program and reward requirements; modifying certain duties of the oversight council; expanding the jurisdiction of the oversight council and task force to include organized retail crime; defining organized retail crime; expanding the authority to the oversight council over the task force commander; modifying oversight council membership requirements; requiring a surcharge on instructional permits, provisions licenses, drivers licenses and Minnesota identification cards issued and regulating use of funds; requiring a report to the legislature by a certain date; eliminating a certain requirement for the oversight council to seek a nonstate match for state appropriated funds; specifying instructions to the revisor of statutes
