1E Relating to education finance

ARTICLE 1 - EARLY EDUCATION THROUGH GRADE 12 EDUCATION

Providing for a summary of appropriations; establishing a prekindergarten education allowance finance system to provide choices for families of young children, close the achievement gap in kindergarten through grade 12 public education, improve learning preparedness and promote healthy development and school readiness through quality early care and education settings, specifying eligibility and providing for allowance amounts; specifying certain duties of the commissioner of education; requiring the commissioner of education in conjunction with the commissioner of human services to establish a method to locate potential recipients; providing procedures for redeeming allowances; increasing the basic revenue formula; requiring the commissioner of education to disclose certain information to the commissioner of human services; requiring the commissioner of human services to disclose certain information to the commissioner of education; requiring the commissioner of revenue to review income tax returns and provide to the commissioners of education and human services certain claimant data; requiring the commissioners of education and human services in conjunction with the early learning foundation and early childhood stakeholders to work together to recommend necessary modifications for full implementation of the prekindergarten education allowance finance system; requiring the commissioner of education to contract with an independent contractor to study the implementation of all day kindergarten; appropriating money to the commissioner of education for general education aid, nonpublic pupil aid, nonpublic pupil transportation aid, tribal contract schools, prekindergarten allowances, an assessment of all day kindergarten facilities and for administrative costs and to the commissioner of human services for administrative costs

ARTICLE 2 - HIGHER EDUCATION

Appropriating money to the board of trustees of the Minnesota state colleges and universities (MnSCU) for inflation and to limit tuition increases, to the board of regents of the university of Minnesota to encourage limits on tuition increases, to the office of higher education to fund the state grant program; modifying the assigned student responsibility of the cost of attending for grant stipend determination purpose

ARTICLE 3 - INCOME TAX

Modifying the income tax rates, providing for an additional income tax bracket; increasing the alternative minimum tax and requiring an adjustment for inflation for the exemption amount
