3E "Children's Health Security Act"; requiring the commissioner of human services to establish the children's health security program, specifying eligibility requirements and covered services, providing for voluntary enrollment with no enrollee premiums or cost sharing requirements; specifying application procedures and eligibility determination, providing for availability of coverage under the program during a presumptive eligibility period; providing for the delivery of services, requiring the commissioner to contract with health maintenance organizations (HMOs), county based purchasing plans, and health care and social service providers under a fee for service system, specifying health plan company requirements; requiring the commissioner in consultation with a health care actuary to establish the method and amount of payments for services and to develop and implement a risk adjustment system for the program; requiring the commissioner to assist applicants in choosing a health plan company and requiring the commissioner to designate an ombudsperson to advocate for children enrolled in the program; requiring the commissioner to require participating health plan companies and providers to submit data required for assessing enrollee satisfaction, quality of care, cost and utilization of services for evaluation purposes; requiring the commissioner to develop an implementation plan for the program and present the plan to the legislature by a certain date and to evaluate the provision of services under the program to children with disabilities and present recommendations to the legislature by a certain later date; requiring the seeking of federal waivers and approvals necessary for implementation; establishing the task force on children's health care coverage, specifying membership, study and staff support requirements; requiring the task force to make a report to the legislature by a certain date, sunset provision; authorizing the commissioner to adopt rules; appropriating money to the commissioner of human services for development and implementation of the program and to the legislative coordinating commission for staff support for the task force
