ARTICLE 1- CONSTITUTIONAL AMENDMENT

Proposing an amendment to the Minnesota constitution, article XI, section 14, to increase the percentage of net proceeds from the state lottery to the environment and natural resources trust fund and to extend the length of time proceeds are to be credited to the fund

ARTICLE 2 - NATURAL RESOURCES FUNDING

Establishing the parks and trails account in the natural resources fund; appropriating money from the account to the commissioner of natural resources (DNR) for the acquisition, operation and maintenance of state parks and trails; requiring the state lottery in lieu tax credited to the clean water legacy account in the environmental fund; allowing environmental protection trust fund expenditures for acquiring natural areas and obtaining and operating permanent conservation easements; modifying the disposition of the state lottery in lieu tax; requiring unclaimed lottery prizes to be deposited for parks and trails enhancement and acquisition
