1E Authorizing the commissioner of natural resources (DNR) to adopt certain game and fish expedited permanent rules relating to zone or permit area boundaries, designating fish spawning beds or fish preserves, selecting hunters or anglers for areas, providing for registration of game and fish, preventing or controlling wildlife disease or to correct errors or omission in certain rules and designating prohibited invasive species; modifying certain duties of the commissioner relating to designating infested waters; extending the expiration date of the mineral coordinating committee; expanding the authority of the commissioner establish fees for the use of state wildlife management areas and aquatic management areas for dog trials, special events and commerce uses; modifying certain stamp and license provisions; authorizing spouses of residents on active military duty to obtain resident hunting and fishing licenses; modifying the age requirements for nonresident minors to obtain small game licenses; modifying certain license fees provisions for nonresident hunting; eliminating the pheasant stamp and migratory waterfowl stamp requirements; modifying permit requirements for fishing contests, imposing a fee for permits to conduct fishing contests, authorizing the commissioner to establish contest permit fees
