2E Modifying commissioner of natural resources (DNR) state trail acquisition authority and off highway motorcycles general registration requirements; exempting snowmobiles used to groom a state or grant in aid trail from registration and state trail sticker requirements; modifying all terrain vehicle (ATV) education and training requirements; modifying all terrain vehicle (ATV) operating provisions; requiring youthful passengers and operators to wear helmets; requiring class 2 operators and passengers to wear seat belts; requiring parental authorization for operation under a certain age; modifying passenger regulations; opening closed forests to off trail snowmobiles, exception; limiting class 2 operation to forest roads and trails on department of natural resources (DNR) lands; clarifying class 1 and 2 operation in ditches, banks and certain public roads; modifying the Willard Munger trail system (Gateway, Boundary, Browns Creek and Alex Laveau trails) in Chisago, Ramsey, Pine, St. Louis, Carlton and Washington counties; modifying the definition of motor vehicle under the open bottle law for off road recreational vehicles under certain conditions; authorizing the appointment of legislative members to the game and fish budgetary oversight committee; repealing class 2 vehicle operation requirements
