Relating to game and fish; defining certain terms; expanding the authority of the commissioner of natural resources (DNR) to establish fees for the use of state wildlife management areas and aquatic management areas for dog trials, special events and commerce uses; modifying certain special permit requirements to take wild animals damaging property; modifying certain stamp and license provisions; modifying certain replacement license provisions, providing for refunds under certain conditions; imposing a penalty for taking wild animals during time privileges that are suspended; authorizing residents under age 16 and possessing an apprentice hunter validation and accompanied by a parent or guardian to take small game; authorizing spouses of residents on active military duty to obtain resident hunting and fishing licenses; increasing the number of deer allowed to be taken with an all season license; modifying certain license fees provisions for nonresident hunting; eliminating the prohibition for using a commercial cold storage warehouse for protected wild animals; eliminating the prohibition of transporting the flesh of beaver, raccoon, rabbits and hare out of state; providing for an apprentice hunter certificate as a condition for obtaining an annual license to take wild animals; specifying apprentice hunter validation requirements; modifying certain hunting provisions relating to hunting restrictions between evening and morning and all season deer licenses; eliminating the pheasant stamp and migratory waterfowl stamp requirements; modifying information requirements for traps and snares; modifying permit requirements for fishing contests, imposing a fee for permits to conduct fishing contests, authorizing the commissioner to establish contest permit fees; authorizing the commissioner to prescribe restrictions on fishing seasons, limits or methods on specific bodies of water to protect water quality and improve habitat for fish and wildlife; imposing civil penalties on owners of fish houses unlawfully left on the ice; repealing certain provisions relating to fish buyers license fees and spears prohibited while angling in fish houses or dark houses
