Relating to transportation finance

ARTICLE 1 - TRANSPORTATION APPROPRIATIONS

Appropriating money to the commissioner of transportation (DOT) for airport development and assistance, aviation support services, transit, freight and rail, for state road infrastructure operations, maintenance and investment support, state road construction, highway debt service, electronic communications, county and municipal state aids, the town road sign replacement program, department support and buildings, authorizing certain fund transfers, providing for the use of state road construction and contingent trunk highway appropriations, to the metropolitan council for bus transit and rail operations, to the commissioner of public safety for the office of communications, public safety support including security planning for the Republican national convention, technical support services, the state patrol for patrolling highways, commercial vehicle enforcement, capitol security, driver and vehicle services and traffic and pipeline safety; authorizing certain expenditures under general contingent accounts; providing for tort claims; modifying a certain prior appropriation for replacement of the driver and vehicle services automated support systems; authorizing the commissioner of transportation to use a certain portion of federal funds for capital assistance to public transit systems in greater Minnesota under the public transit participation program; creating an airport funding advisory task force to study and make recommendations regarding the best methods for funding airports in the state and the state airports fund, specifying certain study and membership requirements, providing member per diem and expenses, requiring a report to the legislature by a certain date, sunset provision

ARTICLE 2 - TRUNK HIGHWAY BONDING

Requiring the commissioner of revenue to annually calculate and impose a surcharge on motor fuels to match the forecasted debt service on trunk highway bonds not to exceed a certain amount; appropriating money to the commissioner of transportation (DOT) including construction of historic roadside properties on the Great River road, a new transportation district headquarters in Mankato, construction of interchanges, to accelerate transit facility improvements and for bond sales expenses; authorizing the issuance of state bonds

ARTICLE 3 - HIGHWAY USER TAXES

Establishing a transit assistance fund; accelerating the depreciation schedule; modifying motor vehicle registration tax provisions; increasing the gasoline excise tax; modifying the allocation of motor vehicle sales tax revenue

ARTICLE 4 - COUNTY STATE-AID HIGHWAY FUND DISTRIBUTION

Modifying the county state aid highway (CSAH) fund apportionment formula;
specifying instructions to the revisor of statutes

ARTICLE 5 - LOCAL OPTION TAXES

Modifying the metropolitan county wheelage tax, increasing the limit; authorizing counties to impose a transportation sales and use tax

ARTICLE 6 - DEPARTMENT OF PUBLIC SAFETY SERVICE FEES

Modifying motor vehicle license plate and sticker additional fees; increasing motor vehicle title fees; raising the permit fees for motorized bicycles; modifying drivers license, permit, identification and reinstatement fees; specifying state patrol escort service fees

ARTICLE 7 - OTHER TRANSPORTATION ACTIVITIES

Modifying the use of the flexible highway account; increasing the surcharge on revoked drivers license reinstatement fee, authorizing installment payments in certain circumstances, specifying a repayment and license reinstatement schedule; modifying the department of transportation budget forecast review with the legislature; prohibiting county regional railroad authorities from contributing more than a certain percentage of the capital costs on transit projects and from contributing funds to pay for operating and maintenance costs; defining transit project; modifying metropolitan council financial assistance provisions relating to the replacement service program
