Relating to insurance; creating a statewide health insurance pool for school district employees; requiring the legislative auditor to audit the financial statements of the Minnesota school employee insurance board; providing for the disclosure of certain data to the Minnesota school employee insurance board; defining certain terms; creating the Minnesota school employee insurance board as a public corporation to create and administer the pool, specifying certain membership requirements and certain duties of the board relating to the design and nature of the plan, providing a contingent expiration date; requiring and providing for board membership in and assessments to the Minnesota comprehensive health association (MCHA); requiring the board to report to the legislature and commissioner of commerce by a certain date on the final design for the pool and on governance requirements for the board, specifying certain report content requirements; requiring periodic reports by the board to commissioner of commerce and legislature summarizing and evaluating the performance of the pool; requiring an actuarial study and providing for tax effects; appropriating money to commissioner for a start up costs loan to the board, requiring repayment
