Proposing an amendment to the Minnesota constitution, article XI to increase the sales and use tax rate and to dedicate the revenue receipts to the outdoor natural heritage fund to restore, protect and enhance wetlands, prairies, forests and habitat for fish, game and wildlife, to the clean water fund to protect, enhance and restore water quality in lakes, rivers and streams and to protect groundwater and drinking water sources, to parks and trail fund to support parks and trails of regional and statewide significance and to the arts and cultural heritage fund for arts, arts education and arts access and to preserve history and cultural heritage; creating an outdoor natural heritage fund, a parks and trails fund, a clean water fund and the arts and a sustainable drinking water account and an arts and cultural heritage fund in the state treasury, providing for expenditure and audits; requiring dedicated money to supplement traditional sources of funding (Legacy Act)
