Providing a summary of appropriations; appropriating money and reducing certain prior appropriations to the legislature, legislative coordinating commission (LCC), the governor, state auditor, attorney general, secretary of state, department of administration,; specifying a base budget for the office of enterprise technology and the department of employee relations (DOER); requiring the commissioner of finance to transfer funds from the facilities repair and replacement account to the general fund; appropriating money to the department of administration to design and construct a workers memorial on the state capitol grounds, to the capitol area architectural and planning board (CAAPB) to design and construct a memorial to Hubert H. Providing a summary of appropriations by funds; appropriating money to the department of human services (DHS) for temporary assistance for needy families (TANF) and maintenance of effort (MOE), for the Minnesota family investment program (MFIP), for MFIP and diversionary work work program (DWP) grants, transition year child care, supported work, the child care and development fund, child care development, supplemental aid, group residential housing, foodshelf programs, long-term homeless supportive services, the Minnesota health care outreach program, the incentive program, outreach, medical assistance (MA) basic health care, general assistance medical care (GAMC), MA long-term care waivers and home care, mental health, chemical dependency entitlement grants, a White Earth treatment facility, continuing care and for housing access, to the department of health for interpreter services quality initiative, Mayo clinic transition funding for medical education federal compliance, the St. Louis county inspection delegation, administrative support services and for the health-related boards; requiring certain transferred funds from nongrant operating balances to be transferred to the general fund, the MinnesotaCare outreach grants special revenue account balance to be transferred to the general fund, a nursing facility temporary rate adjustment, a portion of the consolidated chemical dependency treatment fund balance to be transferred to the general fund, a transfer from the state government special revenue fund to the general fund and a transfer from the ambulance service personnel longevity award and incentive trust to the general fund; changing base level funding for various programs under the departments of human services and health; adjusting the general fund and special revenue bases; providing appropriation adjustments and a MFIP supported work modification; requiring the commissioner of human services (DHS) to expend a certain amount from the federal child care and development fund unexpended balance for basic sliding fee child care and requiring funds to be expended according to federal regulations, employ a contractor to improve third-party collections, limit aggregate administrative costs paid to managed care plans and county-based purchasing plans, develop and implement a methodology for risk adjusting payments for community alternatives for disabled individuals (CADI) and traumatic brain injury (TBI) services, transfer funds from the community service grant program to the living-at-home/block nurse program, make available to reimbursed nursing facilities operating payment rate adjustments and requiring a certain percentage to be used for employee compensation-related costs increases and specifying exceptions and qualifying employee related expenses, manage TBI and CADI waiver growth and maintain methamphetamine evidence-based internet-based resources; authorizing the commissioner of human services (DHS) to adjust rates for MA basic elderly and disabled services affected by rate changes and allocate aging and adult service grants affected by rate adjustments; modifying the methamphetamine treatment evidence-based practice at Willmar state hospital base level funding; reducing nonforecast, general fund child care development grants, prekindergarten exploratory projects, children services grants, exclusion for mental health, adoption and relative custody grants, children and community services grants, children's and economic assistance grants, health care grants, aging and adult services grants, nonforecast, general fund chemical dependency nonentitlement grants and continuing care grants; allowing a percentage of the 2010 children's mental health screening grants to be used to fund 2009 allocations for programming; delaying certain Medicaid management information system payments for inpatient hospital services for MA enrollees; limiting payments for substance abuse treatment; clarifying determination orders for community behavioral hospitals
