Relating to health, providing for the registration of naturopathic doctors; defining the scope of practice of naturopathic medicine and certain terms; specifying prohibitions on practice; regulating professional conduct, requiring a signed informed consent from patients prior to initiating treatment and after advising patients of doctor qualifications; requiring maintenance of certain patient records, specifying data practices and requiring compliance with state and municipal public health regulations; requiring licensing by the board of medical practice and regulating the use of protected titles, specifying a penalty; specifying certain general requirements for registration; providing for registration by endorsement or reciprocity; authorizing the board of medical practice to issue a temporary registration to practice as a registered naturopathic doctor under certain conditions; requiring annual registration renewal; providing for change of address; providing for registration renewal notice and deadline; providing for registrant placement in inactive status for return to active status, registration following lapse of registration status and cancellation due to nonrenewal and cancellation of registration in good standing under certain conditions; providing for change of status to emeritus status of registration; requiring board action on applications for registration; specifying certain continuing education requirements; subjecting registered naturopathic doctors and applicants to certain disciplinary actions; requiring the board to appoint a registered naturopathic doctor advisory council; imposing certain fees; requiring the appointment of the naturopathic doctor advisory council by a certain date; requiring the commissioner of health to convene a work group by a certain date to develop recommendations and proposed legislation, specifying membership and requiring review of regulatory systems in other states, requiring a report to the legislature by a certain date, sunset provision; appropriating money to the board of medical practice for the registration of naturopathic doctors and to the commissioner of health for the work group
