1.1A bill for an act 1.2relating to energy; authorizing grant to Chisago, Isanti, and Pine Counties to 1.3study feasibility of a renewable energy facility. 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.5    Section 1. new text begin EAST CENTRAL MINNESOTA RENEWABLE ENERGY GRANT. new text end 1.6 new text begin From the appropriation in fiscal year 2008 for the ethanol development program new text end 1.7 new text begin under Minnesota Statutes, section 41A.09, the commissioner of agriculture shall make new text end 1.8 new text begin a grant of $300,000 to Chisago, Isanti, and Pine Counties for a feasibility study of a new text end 1.9 new text begin renewable energy biofuels production, research and production facility to be located in new text end 1.10 new text begin Chisago, Isanti, or Pine County. new text end 1.11 new text begin The grant must be used by Chisago, Isanti, and Pine Counties and the University of new text end 1.12 new text begin Minnesota to conduct a detailed feasibility study of the economic and technical viability new text end 1.13 new text begin of developing a multistream renewable energy biofuels demonstration facility in Chisago, new text end 1.14 new text begin Isanti, or Pine County to utilize existing forest resources, woody biomass, and cellulosic new text end 1.15 new text begin material to produce biofuels or bioenergy. new text end 1.16     new text begin The feasibility study must consider the capacity of: new text end 1.17     new text begin (1) the seed bank at Wild River State Park to expand the existing prairie grass, new text end 1.18 new text begin woody biomass, and cellulosic material resources in Chisago, Isanti, and Pine Counties; new text end 1.19     new text begin (2) willing and interested landowners in Chisago, Isanti, and Pine Counties to grow new text end 1.20 new text begin cellulosic materials; and new text end 1.21     new text begin (3) the Minnesota Conservation Corps, the sentence to serve program, and other new text end 1.22 new text begin existing workforce programs in east central Minnesota to contribute labor to these efforts. new text end
