1.1A bill for an act 1.2relating to guardians and conservators; requiring a study to make 1.3recommendations regarding conservatorship and guardianship. 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.5    Section 1. new text begin STUDY.new text end 1.6    new text begin The state court administrator shall convene a study group to make recommendations new text end 1.7new text begin to the legislature regarding the following areas of conservatorship and guardianship, new text end 1.8new text begin which may include the rights of wards and protected persons; powers and duties of new text end 1.9new text begin conservators and guardians; certification and registration; pre-screening and diversion new text end 1.10new text begin from guardianship or conservatorship; complaint processes; training; financial auditing; new text end 1.11new text begin and reimbursement of attorneys, guardians, and conservators. Membership in the study new text end 1.12new text begin group must include, but is not limited to, representatives from probate divisions of the new text end 1.13new text begin district courts in both the metropolitan area and greater Minnesota; county adult protection new text end 1.14new text begin services; the Minnesota State Bar Association; the Department of Veterans Affairs; the new text end 1.15new text begin Minnesota Association for Guardianship and Conservatorship; the National Guardianship new text end 1.16new text begin Association; agencies providing guardianship and conservatorship services; organizations new text end 1.17new text begin providing training for guardians and conservators; the offices of the ombudsman for new text end 1.18new text begin mental health and developmental disabilities and the long term care ombudsman; and new text end 1.19new text begin advocates for seniors and for people with a range of disabilities, including developmental new text end 1.20new text begin disabilities, mental illness, and traumatic brain injuries.new text end 1.21    new text begin The study group shall report to the house and senate committees having jurisdiction new text end 1.22new text begin over the state courts by March 15, 2008.new text end
