Providing for the financing of higher education and related purposes

ARTICLE 1 - HIGHER EDUCATION APPROPRIATIONS

Providing a summary of appropriations; appropriating money to the Minnesota office of higher education for the state grants, public safety officers survivors, interstate tuition reciprocity, state work study, child care grants, Minitex, MnLINK gateway, learning network of Minnesota, Minnesota college savings plan, midwest higher education compact, intervention for college attendance program grants, the achieve scholarship program, rigorous high school courses and college attendance programs, for the Minnesota campus compact for operations, to award campus community collaboration and service learning grants to certain postsecondary institutions and to support certain compact initiatives, for a grant to Augsburg college for the Step Up program for chemically dependent students educational opportunities, to the Loan Repayment Assistance Program of Minnesota, Inc. for law school loan repayment assistance awards, to the Washington Center for Internships and Academic Seminars for a pilot program for scholarships for students enrolling in certain colleges and universities in 2007, for the teacher education and compensation helps (TEACH) program and early childhood teacher programs, the united family medicine residency program, agency administration, and providing for balance forwards and transfers and clarifying work study jobs funded by a temporary assistance for needy families (TANF) appropriation do not require employer matching funds, to the board of trustees of the Minnesota state colleges and universities (MnSCU) system for the Cook county higher education project to provide educational programs and academic support services to remote regions of northeastern Minnesota, for nonresident undergraduate tuition elimination at Century college, St. Paul college, Minneapolis community and technical college, Rochester community and technical college, Inver Hills community college, St. Cloud technical college and Normandale community college, prohibiting the board of trustees of the Minnesota state colleges and universities (MnSCU) from setting an undergraduate tuition rate for nonresident students different than for resident students, exception for residents of states with reciprocity agreements, for the development and implementation of pilot projects to address the financial burden of textbook prices, for community based energy development pilot projects, requiring board allocation to the Mesabi range technical and community college, the Minnesota West community, Riverland community college and Inver Hills community college, for a modular clean room research and training facility located at St. Paul college, for a pilot project with the northeast Minnesota higher education district and high schools to reestablish a technical education curriculum, for a grant to a public postsecondary institution for equipment, facility improvements, travel and compensation expenses related to women's hockey, to study student demand and employer needs for higher education in the Mesabi range region of northeastern Minnesota, including the cities of Grand Rapids, Eveleth and Ely, to establish a center at the Mesabi range community and technical college in cooperation with the iron range resources and rehabilitation board (IRRRB) to enhance the use of eFolio Minnesota, requiring the board to adopt certain polices relating to the cost of textbooks and the maximum number of semester credits required for baccalaureate degrees, to the board of regents of the university of Minnesota for operations and maintenance including funding for advancing education initiatives for an Ojibwe Indian language program, banded tuition at the Morris, Crookston and Duluth campuses to reduce tuition costs, for scholarships for undergraduate resident students, for the center for transportation studies to complete a study on options for reducing greenhouse gases, to establish an India center to promote relations with India and Southeast Asia, for the formation of the university of Minnesota Minneapolis area neighborhood alliance, for the establishment of a Dakota language teacher training immersion program connected with certain performance goals; for primary care education initiatives, for special appropriations for agriculture and extension service, for the college of food, agricultural and natural resources sciences to establish and maintain a statewide organic research and education initiative, to health sciences for a grant to a medical residency program located in northern Minnesota for the preparation of physicians specifically educated to provide care in rural communities and remote areas of the state, for the rural physicians associates program, the veterinary diagnostic laboratory, health sciences research, dental care and the biomedical engineering center, to the institute of technology for the geological survey and the talented youth mathematics program, for system specials including general research, student loans matching money, industrial relations education, natural resources research institute, center for urban and regional affairs, Bell museum of natural history and the Humphrey exhibit, for the university of Minnesota and the Mayo foundation partnership for research in biotechnology and medical genomics, to the academic health center, to the Mayo medical foundation for the medical school and family practice and graduate residency program and to the commissioner of veterans affairs for postsecondary educational assistance to eligible state veterans and to the children and spouses of deceased and severely disabled veterans, to the center for rural policy and development for a rural wind energy assistance program; requiring the Minnesota office of higher education to conduct a state grant program study to provide information concerning the role of the program in promoting affordable access to higher education including promoting access for students traditionally underrepresented in higher education and to examine existing financial aid programs providing loans and grants to students and the needs of the workforce for occupations currently in demand; requiring the office of higher education to report by a certain date on postsecondary education participation; providing for the formation of the university of Minnesota Minneapolis area neighborhood alliance, providing for alliance functions and projects, requiring a report to the legislature by a certain date

ARTICLE 2 - RELATED HIGHER EDUCATION

Modifying certain provisions relating to the office of higher education relating to data sharing; increasing the size of the agriculture education leadership council by adding a representative of the Minnesota private colleges council; clarifying state funding policy for postsecondary education; establishing statewide higher education objectives; modifying the higher education instructional services appropriation determination; requiring noninstructional data to be included in instructional services reports, specifying additional report requirements; requiring technical and community colleges and state universities and requesting the university of Minnesota to provide each student information and skills training in personal financial management during initial student registration, authorizing a waiver under certain conditions; prohibiting the sale of student information and marketing of credit cards to students; "Textbook Disclosure, Pricing and Access Act"; providing higher education students better and more timely access to affordable textbooks; clarifying senior citizen tuition policy; eliminating the expiration of the higher education advisory council, the student advisory council; modifying certain reporting requirements; modifying the definition of eligible institution and assigned family responsibility; extending the expiration of the surplus appropriation provisions relating to state grant awards calculations establishing a reporting requirement for the office of higher education to provide to the legislature updated state grant spending projections; clarifying the enrollment status of students withdrawing for active military service; increasing the maximum amount of a child care grant for each eligible child per academic year; establishing the teacher education and compensation helps (TEACH) program to provide tuition scholarships, education incentives and early childhood teacher retention program to provide retention incentives to early care and education providers, specifying program components, requiring an advisory committee; establishing the Achieve scholarship program, specifying program administration, student eligibility, family income qualifications, and scholarship guidelines, requiring an evaluation report; modifying the definition of eligible institution; authorizing the office to enter into interest rate exchange or swap agreements, hedges, forward purchase or sale agreements under certain conditions; providing for legislative oversight of the office of higher education; authorizing students to be awarded work study payments for one period of nonenrollment under certain conditions; increasing the revenue bond limit; authorizing the awarding of grants to foster retention and historically underrepresented college students; modifying MnSCU board of trustees membership selection procedures; removing a MnSCU time reporting requirement; modifying bookstore and instructor course material acquisition requirements; authorizing the MnSCU board of trustees to have authority to control the amount and manner of deposit of all finance receipts; increasing matching grants; modifying university of Minnesota regent nomination and election provisions; prohibiting use of state funds for university of Minnesota coaches early contract termination (buyout); establishing the Minnesota GI bill program, providing for postsecondary educational assistance to eligible state veterans and to the children and spouses of deceased and severely disabled veterans, specifying eligibility and benefit entitlement amount, designating the office of higher education as responsible agency; authorizing a land lease agreement between the board of trustees of Minnesota state colleges and universities (MnSCU) and the YMCA for construction of a YMCA facility on the Minnesota west community and technical college campus in Worthington, specifying certain siting, design and lease requirements; requiring the office of higher education to report by a certain date on interest rate protection agreements; repealing certain provisions relating to postsecondary appropriations for instructional services and noninstructional services, performance funding, postsecondary systems governing boards reporting on petroleum tank release cleanup fund reimbursements, state higher education policy, certain office of higher education reports and reciprocal agreements relating to nonresident tuition with other states or provinces data sharing

ARTICLE 3 - PRIVATE INSTITUTIONS

"Minnesota Private and Out of State Public Postsecondary Education Act"; providing for the licensure and registration of private postsecondary educational institutions with the office of higher education, modifying the definition of school to include entities located in other states with state schools contracts, requiring registration upon school merger, consolidation or sale, specifying information and requirements for registration, school closure, additional security, accreditation, school criteria, school name limits, name grandfathering, conditional approval, registration disapproval and appeal, permitted advertising, risk analysis, records, fees and penalty; requiring curriculum approval; clarifying requirements with regard to proprietary schools and authorizing penalties, removing an exemption for driver training schools; exempting religious schools
