Modifying the vehicle registration tax; increasing the gasoline and special fuel taxes; requiring the commissioner of revenue to annually index and publish the gasoline excise tax and special fuel tax, specifying a formula

ARTICLE 2 - LOCAL SALES TAX

Authorizing and providing for the metropolitan council to impose a transportation sales and use tax and motor vehicle excise tax within the metropolitan area upon voter approval; specifying limits; creating the metropolitan transportation area fund; restricting use of trunk highway funds; requiring the metropolitan council to report annually by a certain date to the legislature on the amount of revenues received from the metropolitan area sales tax

ARTICLE 3 - ALLOCATION OF FEDERAL FUNDS

Prohibiting the commissioner of transportation from allocating available federal transportation funds to a central state fund for major projects
