ARTICLE 1 - ENVIRONMENT, NATURAL RESOURCES, AND AGRICULTURE

Requiring the commissioner of natural resources (DNR) to restrict wildlife feeding within certain radius of a cattle herd infected with bovine tuberculosis; allowing the pollution control agency (PCA) to issue permits for new dischargers or expanding dischargers under certain conditions; changing the exception to the definition of dry cleaning facility; modifying a certain prior appropriation for clean energy resource teams and community wind energy rebate program to include the financial assistance program; providing for a carryforward for certain local initiative grants for parks and natural areas; repealing a commissioner of agriculture biennial reporting requirement

ARTICLE 2 - ECONOMIC DEVELOPMENT

Requiring the commissioners of administration and commerce to report to the legislature on guidelines and procedures on a requirement for no increase in greenhouse gases as a result of new building; adding explore Minnesota tourism to the appointing authorities permitted to designate additional unclassified positions; providing an exemption under franchise regulations for marketing of motor fuel; exempting motor fuel franchises from certain regulations; modifying provisions relating to petroleum fund compensation for transport vehicles; requiring the rural policy and development center to submit biennial reports to the legislature on the status of rural Minnesota by a certain date; modifying grant use requirements for preemployment training for certain programs under the job skills partnership; providing a graduated schedule of apprentice wages, exclusion for penal institution programs; modifying the definition of inland waters, excluding boundary lakes and rivers; extending the PUC utility assessment and appropriation under energy planning; extending certain financial assistance for certain renewable energy facilities; placing the office of the commissioner of the iron range resources and rehabilitation board (IRRRB) in the executive branch of state government as an agency; allowing the IRRRB commissioner to lease surface and mineral interests owned or acquired by the state; requiring the IRRRB commissioner to annually prepare a budget for submission to the IRRRB and the governor and to prepare a list of projects with the IRRRB; making technical changes to taconite area environmental protection fund provisions; requiring the commissioner to present a long range plan to governor and legislature for the Douglas J. Johnson economic protection trust fund; requiring the installation of certain approved and operational carbon monoxide alarms in single and multifamily dwellings, specifying certain duties of multifamily dwelling owners and occupants; prohibiting battery removal; requiring maintenance of a camping area for the Minnesota street rod association annual event held on the state fair grounds; providing for the employment of the executive director of the public facilities authority in the unclassified service; increasing the bonding authority of the public facilities authority; changing the definition of affordable housing under the tax base revitalization account distributed by the metropolitan council
