Relating to natural resources; proposing an amendment to the Minnesota constitution, article XI, section 14 to allow the environment and natural resources trust fund to be invested in land resources within the state; authorizing the state board of investment to invest the trust fund in interests in land, specifying criteria and investment requirements; creating the land acquisition advisory council to advise the state board of investment; providing for the sales of land acquired by the trust fund; providing for the management of land acquired by the trust fund; creating a trust fund land management account; requiring the state board of investment to annually make payments to counties with land acquired by the trust fund in lieu of taxes
