ARTICLE 1 - REVISOR'S INSTRUCTION
Specifying certain instructions to the revisor of statutes
ARTICLE 2 - CONSTRUCTION CODES AND LICENSING
Replacing the commissioner of public safety with the commissioner of labor and industry for uniform fire code rulemaking authority consistent with fire marshal recommendations; transferring the authority of the commissioner of administration relating to the state building code, construction of low cost manufactured home park storm shelters, manufactured homes and statutory warranties in connection with the sale of dwellings and home improvement work to the commissioner of labor and industry; transferring the responsibilities of the commissioner of health relating to state plumbing code and licensing and water conditioning contractors and installer to the commissioner of labor and industry; transferring the responsibilities of the commissioner of commerce relating to residential contractors, residential remodelers, residential roofers, manufactured home installers and the contractor recovery fund to the commissioner of labor and industry; transferring the responsibilities of the board of electricity relating to the state electrical code and licensing to the commissioner of labor and industry
ARTICLE 3 - ENFORCEMENT
Providing for the authority of the commissioner of labor and industry to enforce applicable laws; specifying additional authority of the commissioner relating to access to information and property, subpoenas, serving of documents, fax transmissions, time computation, notices of violations, administrative orders, corrections, assessment of monetary penalties, hearings related to administrative orders injunctive relief, stop orders, licensing orders and reapplication, summary suspension and plan for assessing penalties; providing for the effect on other laws; providing for misdemeanor penalties; providing for revocation and suspension of licenses; providing for considerations for penalty determinations; specifying contents of administrative orders and licensing orders; prohibiting the making of false material statements, representations or certifications; providing for the recovery of litigation costs and expenses
ARTICLE 4 - BUILDING CODE
Making conforming amendments; modifying certain grounds for denial, suspension and revocation of manufactured home licenses and allowing limitations and conditions on licenses
ARTICLE 5 - ELECTRICAL
Modifying the definition of special electrician; changing the name of the board of electricity to the electrical advisory council; requiring the council to provide advice to the commissioner of labor and industry regarding electrical code upon request; providing for the powers of the commissioner; modifying duties; modifying certain licensing provisions relating to investigations; making conforming amendments
ARTICLE 6 - PLUMBING
Requiring plumber license applications to be made to the commissioner of labor and industry
ARTICLE 7 - WATER CONDITIONING CONTRACTORS AND INSTALLERS
Requiring the commissioner of labor and industry to prescribe water conditioning contractors and installers standards; eliminating the requirement for commissioner rule approval by the attorney general; requiring the commissioner of labor and industry rulemaking
ARTICLE 8 - RESIDENTIAL BUILDING CONTRACTOR AND REMODELING STATUTES
Requiring the commissioner of labor and industry to adopt standards for continuing education requirements and course approval; modifying grounds for license denial, suspension, limit or conditions; modifying service of process procedures

Making a conforming amendment
ARTICLE 10 - CONFORMING CHANGES
Making certain conforming changes; revisor instruction

ARTICLE 12 - REPEALER; EFFECTIVE DATE
Repealing provisions relating to chief boiler inspectors, certain violations, employments licensed by the state and manufactured home sales
