Relating to public safety; encouraging legal immigration

ARTICLE 1 - TRAFFICKING TASK FORCE AND PENALTY ENHANCEMENTS

Establishing a human trafficking task force; requiring the commissioner of public safety to analyze collected data to develop a statewide strategy on human trafficking; specifying certain duties and certain membership requirements; requiring report to the legislative by a certain date, sunset; increasing penalties for trafficking crimes and specifying certain penalties for crimes involving minors

ARTICLE 2 - FRAUDULENT IDENTITY DOCUMENTS

Creating the crime of fraudulent identification cards; defining identification document; modifying certain penalties

ARTICLE 3 - PROOF OF IDENTITY AND RESIDENCE

Requiring law enforcement to collect certain citizenship and immigration status data; specifying certain document requirements; specifying certain requirements for reissuance of a license or identification card; specifying certain conditions for cancellation or denial of a license or identification card; specifying certain administrative review and fee requirements; specifying certain rule requirements relating to drivers licenses for temporary visitors requiring status checks

ARTICLE 4 - FACIAL RECOGNITION TECHNOLOGY

Requiring the commissioner to implement and integrate biometric facial recognition technology with the drivers license and identification card systems; authorizing the commissioner to enter into agreements with other states, the federal government, law enforcement agencies, national organizations for public safety or motor vehicle regulators for secure and confidential sharing of certain identification data

ARTICLE 5 - CITIZENSHIP TAX CREDIT

Providing certain tax credits for immigrants seeking citizenship, specifying certain limitations on credit; defining qualified individual; specifying certain qualified citizenship expenses

ARTICLE 6 - PROHIBITING SANCTUARY LAWS

Prohibiting local governments from enacting sanctuary laws; defining local government unit

ARTICLE 7 - LAW ENFORCEMENT

Establishing a Minnesota illegal immigration enforcement team to implement an illegal immigration strategy; specifying certain duties of the commissioner relating to memorandums of understanding and certain duties relating to immigration enforcement training; requiring the bureau of criminal apprehension to maintain a citizenship and immigration data field in the bureaus criminal history database; requiring the superintendent of the bureau to periodically supply the Minnesota illegal immigration team with statistics on crimes committed by individuals with illegal alien status;

ARTICLE 8 - COMPUTER GAMES

Creating penalties for concealing the commission of crimes by use of encryption, gaining unauthorized access through a computer to financial personal data and facilitating access to computer security systems for purposes of aiding another to commit a crime

ARTICLE 9 - EMPLOYMENT VIOLATIONS

Providing fines against Minnesota employers who violate federal immigration law governing hiring of employees; defining certain terms

ARTICLE 10 - APPROPRIATIONS

Appropriating money to the commissioner of public safety for implementation purposes and appropriating money to the commissioner of health for improving certain health care for immigration families
