2E Relating to human services; modifying certain child care assistance income eligibility requirements; establishing a copayment fee for families with annual incomes exceeding the federal poverty level; providing for a onetime cost of living increase of a certain percentage; eliminating certain general assistance medical care social security number requirements for undocumented noncitizens under certain conditions; providing for GAMC emergency services for undocumented noncitizens and nonimmigrants; providing for GAMC eligibility for underage children, Cubans, Haitians and aged, blind or disabled noncitizens; requiring the commissioner of human services to provide a certain percentage onetime cost of living increase to the cash portion of the transitional standard under the Minnesota investment plan (MFIP); eliminating the requirement for undocumented noncitizens applying for MinnesotaCare to provide social security numbers; temporarily prohibiting copayments for medical assistance and GAMC between certain dates; suspending the MFIP housing penalty and the supplemental security income (SSI) penalties between certain dates; repealing a certain provision relating to the parent fee schedule
