2E Relating to public safety; creating a fire safety account to be used by the commissioner of public safety for certain programs and costs; requiring insurance companies writing homeowners or commercial fire insurance policies in the state to collect an annual premium surcharge for transfer to the commissioner of revenue for deposit in the account, exempting farmers mutual or township fire insurance companies and authorizing certain mutual property and casualty insurers and reinsurers to remit a surcharge on gross fire premiums and assessments in lieu of the surcharge to the commissioner; authorizing use of revenues in the account by the commissioner of public safety for activities and programs identified by the fire service advisory committee; establishing the fire safety advisory committee; repealing the fire insurance tax
