ARTICLE 1 - STATE LANDS
Prohibiting a city from selling, leasing or contracting property listed on the national register of historic places except under certain conditions, requiring a report to the legislature; waiving certain state park permit fee requirements for military personnel serving in active service and stationed outside the state while home on leave; authorizing city councils to establish by resolution cartway easements under certain conditions, allowing alternative route selection, requiring petitioner damages payment, prohibiting city use of street or bridge funds, exception, specifying maintenance costs; modifying certain Itasca county survey requirements on certain lots; modifying a certain prior public sale in St. Louis county; adding certain lands to Crow Wing state park in Cass county, to Frontenac state park in Goodhue county, to Grand Portage state park in Cook county, to Mille Lacs Kathio state park in Mille Lacs county and to Split Rock Creek state park in Pipestone county; adding and deleting certain land to William O'Brien state park in Washington county; deleting certain lands from Banning state park in Pine county and Schoolcraft state park in Itasca county; deleting certain lands from the Iron Range off-highway vehicle recreation area in St. Louis county and the Minnesota Valley state recreation area in Sibley county the Rush River wayside; adding certain land to the Rum River state forest in Kanabec, Mille Lacs and Morrison counties; authorizing and providing for the public sales of certain surplus land bordering public water in Anoka, Morrison, Otter Tail, Washington, and Wright counties, the private sale of tax-forfeited land bordering public water in Chisago, Clearwater, the private sale of certain surplus land in Goodhue county, private sales of certain surplus state land bordering public water in Hennepin, Lake of the Woods and Mille Lacs counties; providing for the conveyance of tax-forfeited land bordering public water or wetlands in Hennepin and Marshall counties, the public and private sales of tax-forfeited land bordering public water in Itasca, Pine, and St. Louis counties and certain tax-forfeited land exchanges; providing for the conveyance of surplus land in Otter Tail county; authorizing the commissioner of natural resources (DNR) to exchange certain land within Nerstrand Big Woods state park in Rice county; providing for conservation easements for wetland restoration in St. Louis county; providing for the public sale or exchange of surplus land containing peat in St. Louis county; providing for the private sale of tax forfeited land in Stevens county; requiring the commissioner of revenue to allow parcel replacement for claimants participating in the sustainable forest incentive act; requiring the Minnesota historical society in consultation with Koochiching county, the Minnesota Indian affairs council, interested Indian tribes, and other interested parties to study the future of the grand mound state historic site, requiring a legislative report by a certain date; providing for the conveyance of surplus state land at the Brainerd regional treatment center
ARTICLE 2 - SUSTAINABLE FOREST RESOURCE INCENTIVE PROGRAM
Expanding the definition of claimant, modifying the sustainable forest resource management incentive program, clarifying property transfers and sales and timber harvesting and forest management guidelines
