Relating to natural resources; providing for alternative shoreland management; requiring the commissioner of natural resources (DNR) to establish certain alternative shoreland management standards for local governments and certain townships, providing for optional adoption of any or all of the alternative standards rules; defining and redefining certain terms; requiring the commissioner to classify public waters, requiring supporting data for shoreland management classifications, specifying certain classification procedures and requirements; requiring development of shorelands of public waters to be controlled by land use zoning districts; specifying certain criteria for land use zoning district designations; specifying certain zoning provisions for the purpose of shoreland controls to regulate lot sizes, placements of structures and alterations of shoreland areas; specifying certain sanitary requirements for water supply and sewage treatment purposes; regulating residential subdivisions and developments; regulating access to public waters and specifying certain criteria for access lots and access easements; specifying certain criteria for new resorts and existing resorts; requiring local governments, with the approval of the commissioner, to adopt provisions into shoreland management controls to allow conservation subdivision and planned unit developments; specifying certain administration and enforcement requirements for local governments including shoreland management controls, permit procedures, variances, reviewing conditional uses, nonconformities, shoreland management controls adopted by townships, joint exercise of powers, and public hearings notification procedures, encouraging local government, lake improvements, lake improvement districts and lake associations to establish shoreland protection incentive programs through the use of a grant program, specifying certain standards for lake home owners and resort owners to receive good steward rewards
