A bill for an act
relating to capital improvements; authorizing the sale and issuance of state
bonds; appropriating money for capital projects at the University of Minnesota.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

$224,072,000 is appropriated from the bond
proceeds fund to the Board of Regents of the University of Minnesota for the purposes
specified in this section.

$80,000,000 is for the purposes specified in Minnesota Statutes, section 135A.046,
including safety and statutory compliance, envelope integrity, mechanical systems, and
space restoration. The unspent portion of an appropriation, but not to exceed ten percent
of the appropriation, for a project in this section that is complete, is available for higher
education asset preservation and replacement under this subdivision, at the same campus
as the project for which the original appropriation was made and the debt service is
reduced accordingly. Minnesota Statutes, section 16A.642, applies from the date of the
original appropriation to the unspent amount transferred.

$40,020,000 is for Phase I construction costs
for a medical research building for the Academic Health Center.

$38,686,000 is to design, construct,
furnish, and equip a new classroom and student services building at the centrally located
bridgehead site on the university's Minneapolis campus.

$24,679,000 is to design, construct,
furnish, and equip a new addition to the Carlson School of Management building on the
West Bank of the university's Minneapolis campus.

$18,676,000 is to design and
renovate the Bio-systems Agricultural Engineering and Fisheries lab building.

$15,341,000 is to design,
construct, furnish, and equip a new building for the Labovitz School of Business and
Economics on the university's Duluth campus.

$4,002,000 is to design,
construct, furnish, and equip a new facility for the American Indian Learning Resource
Center on the university's Duluth campus.

$2,668,000 is to design, furnish, and equip projects at
the following regional research and outreach centers: the Cedar Creek Natural History
Area; the Cloquet Forestry Center; and the West Central Regional Outreach Center.

To provide the money appropriated in this act from the bond proceeds fund, the
commissioner of finance shall sell and issue bonds of the state in an amount up to
$224,072,000 in the manner, upon the terms, and with the effect prescribed by Minnesota
Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution, article XI,
sections 4 to 7.
