2E Establishing an address confidentiality program with the secretary of state for certain domestic violence, sexual assault, or stalking victims, including minors and incapacitated persons in program; requiring certification and certification cancellation for false attestation; allowing designated address use for employment address; regulating government agency address use; allowing ongoing absentee voter registration; prohibiting record disclosure; requiring secretary of state agency rulemaking; authorizing and providing for the secretary of state, campaign finance and public disclosure board, and counties, cities, towns and school districts web sites to link to the web sites of candidates or advocacy groups under certain conditions; modifying the definition of noncampaign disbursement to include purchase of magnets with legislator information; providing for a registration deadline for special elections; codifying federal court order requirements regarding the use of tribal identification; modifying certain requirements for interpreter services for communicatively impaired individuals; allowing quarantined persons to vote by absentee ballot and allowing all precinct voters in areas under emergency declaration to vote by absentee ballot; providing for absentee ballot delivery to voters with disabilities, to participants in residential programs for adults and for residents of shelters for battered women; authorizing the secretary of state to inspect polling place rosters and completed voter registration applications and to examine other required election forms under certain conditions; prohibiting certain deceptive practices regarding the time, place or manner of conducting an election; providing for the reporting of false election information; prescribing criminal penalties; prohibiting voter challenges based on certain mailings by political parties; clarifying the right to vote for former felons discharged from sentence and physical assistance for voters; setting the criteria for voting systems to be used in elections; modifying certain definitions; making counties and municipalities members of the cooperative purchasing venture; exempting on a one time basis certain counties and municipalities from certain electronic voting system program and plan requirements; modifying the postelection review process; providing for the scope and conduct of the review; specifying a standard of acceptable performance by a voting system, providing for additional review under certain conditions, report of results, and update of vote totals; prohibiting the use of failed voting systems; providing for costs of review; providing for the time for filing of election contests; requiring the secretary of state to monitor and evaluate certain election procedures; requiring certain election judges to transcribe votes upon rejection by optical scan voting systems; establishing a voting machines options working group to investigate and recommend to the legislature by a certain date requirements for additional options for voting equipment in compliance with a certain applicable federal law to provide private and independent voting for individuals with disabilities; specifying certain membership and reporting requirements; expanding expenditure report content requirements to the amount and date of each expenditure, the address and employer or self employment occupation of the contributor and the amount and date of each contribution; making permanent certain help America vote act (HAVA) rules adopted by the office of the secretary of state, requiring the secretary of state to make certain amendments; repealing certain provisions relating to postelection security and certification review
