1E "Runaway and Homeless Youth Act"; requiring the commissioner of human services to develop a comprehensive initiative for homeless youth, youth at risk of homelessness and runaways, requiring the commissioner to provide funding to counties to contract with organizations and public and private agencies; specifying street and community outreach, drop-in programs, emergency shelters and supportive housing and transitional living programs assistance requirements to help homeless youth and youth at risk of homelessness; requiring the commissioner of education in consultation with the commissioners of human services and public safety to report to the legislature by a certain date on out of school time opportunities for certain children; establishing a competitive statewide after school enrichment grant program to provide implementation grants to community and nonprofit organizations, political subdivisions and school based programs, requiring commissioner of education to develop criteria for after school enrichment programs; appropriating money to the commissioners of human services and education
