2E Relating to economic development; adding Explore Minnesota tourism to the appointing authorities permitted to designate additional unclassified positions; requiring the commissioner of employment and economic development (DEED) to assist small businesses to access federal funds from the federal small business innovation research program and the small business technology transfer program; requiring the commissioner to implement fees for services to help companies seek federal phase II small business innovation research grants, requiring fees deposit and annual appropriations to the commissioner for the small business innovation research and small business technology transfer programs; modifying grant use requirements for preemployment training for certain programs; providing for the employment of the executive director of the public facilities authority in the unclassified service
