Prohibiting the commissioner of human services from implementing any modifications of the methodology for allocating funds to counties under the home and community based wavered services program for persons with developmental disabilities and from submitting any proposed modifications to the centers for medicare and medicaid services unless specifically authorized by the legislature; requiring the commissioner to convene a group of stakeholders to analyze modifications in the methodology and develop an implementation plan
