1E "Runaway and Homeless Youth Act"; requiring the commissioner of human services to develop a comprehensive initiative for homeless youth, youth at risk of homelessness and runaways, requiring the commissioner to provide funding to counties to contract with organizations and public and private agencies; specifying street and community outreach, drop in programs, emergency shelters and supportive housing and transitional living programs assistance requirements to help homeless youth and youth at risk of homelessness; expanding a certain commissioner case management services report requirement to include representatives from labor organizations representing county social service workers; requiring the commissioner to report to the legislature regarding the impact of reduced medicaid reimbursements resulting from the federal deficit reduction act of 2005
