A bill for an act
relating to capital improvements; appropriating money for wastewater systems
in the cities of Brooten and St. Martin; authorizing the sale and issuance of
state bonds.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) $3,640,298 is appropriated from the bond proceeds fund to the public facilities
authority for the purposes in this section.

(b) $1,140,518 is for a grant to the city of St. Martin to design, acquire land for,
construct, furnish, and equip a new wastewater treatment facility including a constructed
wetland for treating wastewater and replacement of a lift station.

(c) $2,499,780 is for a grant to the city of Brooten for predesign, design, land
acquisition, construction, furnishing, and equipping a new wastewater collection system
and stabilization pond.

Sec. 2. new text begin BOND SALE.

To provide the money appropriated in section 1 from the bond proceeds fund,
the commissioner of finance shall sell and issue bonds of the state in an amount up to
$3,640,298 in the manner, upon the terms, and with the effect prescribed by Minnesota
Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution, article XI,
sections 4 to 7.
