A bill for an act
relating to capital improvements; appropriating money for land purchase for
Minnesota State Colleges and Universities; authorizing the issuance of general
obligation bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; MINNESOTA STATE COLLEGES AND
UNIVERSITIES BOARD OF TRUSTEES.

new text begin $11,440,000 is appropriated from the bond proceeds fund to the Board of Trustees
of the Minnesota State Colleges and Universities to purchase land consistent with the
strategic plan and according to the master facilities plan of each campus, as follows:

new text begin (1) $3,400,000 to purchase land and a building from the Central Minnesota Health
Plan Board for Saint Cloud Technical College;

new text begin (2) $3,450,000 to purchase land from the University of Minnesota for Dakota
County Technical College;
new text end

new text begin (3) $420,000 to purchase the Northern Terrace trailer court adjacent to the Vermillion
campus of the Northeast Higher Education District for the Vermillion campus;

new text begin (4) $1,100,000 to purchase the Antus third addition for Fond du Lac Tribal and
Community College;
new text end

new text begin (5) $2,000,000 to purchase high school land from Independent School District
No. 31 for Bemidji State University; and

new text begin (6) $1,100,000 to respond to unique opportunities to purchase land systemwide.

Sec. 2. new text begin BOND SALE.

new text begin To provide the money appropriated in this act from the bond proceeds fund, the
commissioner of finance shall sell and issue bonds of the state in an amount up to
$11,440,000 in the manner, upon the terms, and with the effect prescribed by Minnesota
Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution, article XI,
sections 4 to 7.
