ARTICLE 1 - SUMMARY

Providing a summary of appropriations for early and K-12 education, for health and human services and for transportation

ARTICLE 2 - EARLY CHILDHOOD EDUCATION

Appropriating money to the commissioner of education for school readiness programs revenue, for early childhood family education (ECFE) and health and developmental screening aids, for head start programs, for community education and adults with disabilities programs aids, for hearing impaired adults programs, for extended day and adult basic education aids, for a certain percentage of GED test costs and for lead hazard reduction and to the commissioner of human services for the basic sliding fee child care program

ARTICLE 3 - K-12 EDUCATION

Modifying the abatement adjustment aid formula; requiring the commissioner of education to pay education aids appropriated before a certain date; appropriating money to the commissioner for general education and referendum tax base replacement aids, for enrollment options transportation, for abatement and nonpublic pupil education and transportation aids, for a grant to independent school district #690, Warroad to operate the Angle Inlet school, for declining pupil aid to independent school districts #241, Albert Lea, #2711, Mesabi East and #682, Roseau, for charter school building lease and start up and integration aids, for magnet school program and interdistrict desegregation or integration transportation grants, for American Indian success for the future and teacher preparation grants and scholarships, for tribal contract schools aid, for statewide testing support, for best practices seminars and other professional development activities, for alternative teacher compensation, for youthworks programs, for student organizations, for online learning aid, for the collaborative urban educator program, for advanced placement (AP) and international baccalaureate (IB) examination fees and teacher training, for first grade preparedness grants, for special education, children with disabilities, teacher travel for home based services and special education excess cost aids, for special education litigation costs, for court placed special education revenue, for special education out of state tuition, for health and safety, debt service equalization, alternative facilities bonding, school lunch, traditional school breakfast and summer food service replacement aids, for regional library basic system support grants, for multicounty multitype library systems, for the electronic library, for regional library telecommunications aid and for department expenses including the Minnesota children's museum, the Minnesota academy of science, the boards of teaching and school administrators and the Washington, D.C. office, to the state academies for the deaf and blind and to the Perpich center for arts education

ARTICLE 4 - HEALTH AND HUMAN SERVICES APPROPRIATIONS

Appropriating money to the commissioner of human services for agency management, for revenue and pass through expenditures, for economic support grants, for children and economic assistance administration, for basic health and continuing care grants and management and for state operated services, to the commissioner of health for community and family health promotion, for policy quality and compliance, for health protection, for minority and multicultural health and for administrative support services, to the veterans nursing homes, health related licensing and emergency medical services (EMS) boards, to the council on disability and to the ombudsmen for mental health and mental retardation and for families; authorizing and providing for certain fund transfers by the commissioner of human services and providing for systems continuity; regulating the expenditure of TANF (temporary assistance for needy families) funds; requiring certain appropriations to the university of Minnesota to be used to increase the capitation payments under the medical assistance (MA) prepayment demonstration project; delaying certain projects of regional significance under the community service act; requiring the commissioner of human services to set certain general assistance (GA) standards; limiting amounts appropriated for emergency general assistance and for Minnesota supplemental aid (MSA) grants; requiring the commissioner to limit the new diversion caseload growth in the MR/RC waiver; prohibiting the commissioners of health and human services from using indirect cost allocations to pay for program operational costs; sunsetting uncodified language

ARTICLE 5 - TRANSPORTATION AND OTHER AGENCIES

Appropriating money for transportation and public safety purposes; providing a summary of appropriations by fund; appropriating money to the commissioner of transportation (DOT) for aeronautics, transit and freight, for state and local roads and for general support and services, to the metropolitan council for bus transit and light rail (LRT) operations and to the commissioner of public safety for administration and related services, for the state patrol, for driver and vehicle services and for traffic and pipeline safety; providing for the payment of tort claims and for certain general contingent accounts; authorizing or requiring certain fund transfers and providing for certain transportation studies and for the continued availability of certain appropriations; modifying and clarifying certain special motor vehicle license plate and motor vehicle dealer license provisions and modifying certain fee deposit requirements of the commissioner of public safety; providing for expedited driver and vehicle services and for record copies, fees; increasing certain transaction and drivers license and identification (ID) card fees and imposing a repeat examination fee; creating the driver and vehicle services operating accounts in the special revenue fund for the deposit of certain fees; repealing certain fee surcharges

ARTICLE 6 - RATIFICATION

Ratifying amendments to the plan of the commissioner of employee relations (DOER) for unrepresented state employees and the managerial plan submitted to the legislative subcommittee on employee relations on a certain date

ARTICLE 7 - EFFECTIVE DATE; APPROPRIATION LAPSE

Providing a retroactive effective date; unexpended and unencumbered appropriations lapse provision
