ARTICLE 1 - CONSTITUTIONAL AMENDMENT
Proposing an amendment to the Minnesota constitution, article XI to temporarily increase the sales and use tax and to dedicate a certain percentage of the receipts to the heritage enhancement fund for improvement, enhancement or protection of fish, wildlife, habitat and fish and wildlife tourism, to the clean water fund for protection and restoration of lakes, rivers, streams, wetlands and groundwater, to the parks and trails fund for parks, trails, and zoos and to the arts, humanities, museum and public broadcasting fund for arts, humanities, history, museums and public broadcasting; creating the funds to be used as a supplement to traditional funding sources; requiring land acquired with money deposited in the heritage enhancement fund to be open to public fishing and hunting during the open season, exception
ARTICLE 2 - CONFORMING CHANGES
Establishing the parks and trails, heritage enhancement, clean water and arts, humanities, museum and public broadcasting funds and providing for expenditures from the funds; creating the heritage enhancement and clean waters councils and providing for membership, administration and duties of the councils; expanding the definition of public official to members of the heritage enhancement council for ethics purposes
